Objective: To analyse the factors that contributed to the increase in cases of violence against women and the state measures to combat cases during the COVID-19 pandemic. Methods: Narrative review study, with research in international and national documents and standards, scientific works, and doctrines. The search comprised the interregnum between the years 2020 and 2023 and was carried out on electronic sites. Results: Violence against women has grown in the pandemic context due to the woman's full-time coexistence with her aggressor, subjecting her to abuse and pressure. Although there are protective norms, the state system proved to be ineffective and, as it is a social and public health issue, it requires new strategies from the state, effective control measures, specific public policies, strict application of legislation and treatment. Conclusion: It is essential to reformulate public policies to improve control systems, develop new strategies and make effective measures to reduce domestic violence.
