Abstract

Thispaperreflectsonanessentialissue for public Social Security systems in LatinAmerica. It isoneofthemain future challenges for social protection in the Region. Social Security isoneoftheessentialmechanismsthat make it possibletoexercisetheobjectiveofthe social distributionofwealthanddevelop social justice measures. In LatinAmericathere has beenanimportantdevelopmentof Social Security systems in thelasttwodecades. Thissituation has beenpromotedbythefollow-up workofthe ILO. Thetrend has beenprogressiveonthepathofuniversalizationof social protection. Thisreportanalyzestheprojectionoftheprinciplesofuniversality and solidarity in mattersof social protection. Undoubtedly, theseprinciples are thekeytothedevelopmentofmodern Social Security systems. These are basicprinciplesofprotection, whichmust be maintainedthrough new and renewed legal instruments. Thisneedsto take intoaccountcurrentand future needs, and organize appropriate social policies toachievetheminimum standard of social protection. Wewould be facing a prevention and fightmodelagainstthepredictionsofthestructural crisis ofthe Social Security systems.
