DESAFIOS DO ACESSO A PREVIDÊNCIA SOCIAL NO CONTEXTO DO GOVERNO DIGITAL

Abstract

The objective of this article is to examine the administrative process of Social Security benefits, under the influence of the INSS Digital project, based on the comparison with Law nº 14.129, of March 29, 2021 - Digital Government Law. For this, aspects related to the fundamentality of the right to Social Security will be analysed. Afterwards, and through this examination, it is intended to raise challenges to be faced by the INSS regarding the implementation of a digital government. In the end, the conclusion will be in the sense that Social Security should invest in innovation. But this investment alone is not enough. Ensuring transparency is essential. Thus, it will be possible to implement the fundamental right of Social Security. With the advent of the Digital INSS, it was possible to greatly change the dynamics of this process, and allow these themes to be considered. However, with the Digital Government Law it is necessary to go further. The social harm caused by the lack of access to digital services cannot be ignored and measures must be taken to deal with the issue. The question is also of a sociological nature. The role of the INSS in strengthening the digital process must take into account the problems and anxieties of policyholders and dependents, so that it is possible to act in favor of efficiency and equality.
