BR DO MAR: PATHWAY AND PERSPECTIVES FOR THE REGULATION OF CABOTAGE IN BRAZIL

The objective of the work is to analyze the trajectory of cabotage regulation in Brazil and determine prospects for reform in the sector brought by the “BR do Mar” program. Initially, the intention is to understand the historical importance of cabotage for cargo transportation in the country and how, until now, it has been regulated in the area of maritime and commercial law. Then, the transformations of the cabotage sector will be observed, in view of the development of the waterway transport modality, its strengths and weaknesses in terms of the market and, in fact, how these exert their influences on the Brazilian legal system, regarding incentive measures and obstacles to its greater use in the context of the transport matrix. Finally, it will turn to the analysis of the “BR do Mar” program, aiming to provide future perspectives for the regulation and economic development of the cabotage sector.
