Abstract

The structure of the Pension system in Brazil is increasingly in conflict with the sustainability of the government’s budget, mainly from two situations: the first, in the historical context of the 2010s, through the implementation of the Brazilian Federal Union detachment of revenues (Desvinculação de Receitas da União - DRU) policy and problems such as unemployment and inflation, and, the second, which will have long-term effects of altering the national population pyramid, thus, by the aging population, which challenges the policy-makers to think about pension policies that reach the end of the 21st century, a factor already highlighted in the European scenario since the 1990s. In this context, we highlight a new form of structure of a repartition system (the Notional Defined Contribution system – NDC) and its complementation by a capitalization system (the Financial Defined Contribution system – FDC) as possible points of discussion by the government, civil society and the private sector, for the restructuring of the Brazilian system, as well as the introduction of new technologies - the highlight of which is the blockchain, in this paper - in order to guarantee the security and transparency of the pension structure, as well as the easy access to information by contributors and beneficiaries.
