Abstract

Nowadays public policies have been growing gradually and visibly in the eyes of the legal world and the whole society. It turns out that the state has been acting recklessly against constitutional principles, especially human dignity, when it stops creating policies that meet human needs, but hardens and hardens the penal / prison system as a way to quench the thirst for social justice. Thus, this paper presents a reflection on prison public policies, as well as human dignity lies in a subsidiary plan. We used the hypothetical deductive methodology, as well as literature review. Finally, in the conclusion, it is critical to the current system of creation of palliative means of the State and that has applied efforts in the wrong motive, aiming at a state change.
