RURAL OLD-AGE RETIREMENT: THE ROCKY ROAD TO OBTAINING THE SPECIAL INSURED BENEFIT

The theme of this article is the analysis regarding the criteria and obstacles in the production of evidence when it comes to retirement by age of rural workers. The study aims to discover whether the recent changes in the social security administrative process and in the legislation regarding this specific form of retirement facilitated or hindered access to the benefit for the special insured population. By following the deductive method and the monographic procedure, he study first offers a contextualization of what is the special insured person within the Brazilian Social Security, in order to posteriorly analyze the difficulties of accessing social security rights for rural workers, which range from the production of evidence to the digital process, enhanced by the differences in interpretation of the agents in charge of analyzing the concession requirements. The conclusion is that the difficulty of gathering evidence, the divergence of interpretations of the requirements made by "public servants" and the digital administrative processes, although with the promise of facilitation, established barriers that made it difficult to implement pensions for those who are entitled to them and need them to survive with dignity.
