SOCIAL SECURITY AND PARALLEL AGENDA: REFLECTIONS ON DECENT WORK AND PROTECTION OF WORKERS

Abstract

The International Labor Organization celebrated its centenary in 2019 with many concerns on its work agenda. The constant transformations in the productive market, in the organization and extraction of human labor, generate new social realities that encounter constant problems for the regulation and protection of social actors, especially the most vulnerable. It is no different with social security. The reforms that Brazil has been facing since the creation of its system follow the Latin American trends, which link the changes in security models with economic models. This time, due to the structural logic of these systems, the impacts on the productive organization also cause security changes. In this scenario, on the one hand, there is an agenda that seeks to implement equity, decent work, and the other objectives for sustainable development, on the other hand, there is a parallel agenda (of capital) that worries about the strength exercised in preventing the achievement of the goals. objectives of the other agenda. This paper argues about social security in Brazil and the impacts that the productive organization generates on the agenda of state social protection of workers, in comparison with the parallel agenda of capital in this scenario of modernization and flexibility.
